CHINA/IMPEACHMENT/TRADE WAR/TRUMP AS PRESIDENT: “President Donald Trump just tossed his most pressing economic issue into the morass of impeachment politics. Trump’s suggestion Thursday [10-3-19] that Beijing should investigate a political rival, moments after threatening America’s ‘tremendous power’ in the ongoing trade talks with China, exposes his long-running negotiations with the world’s No. 2 economy to new scrutiny and could cast a political shadow over the results. Trump’s characteristic conflation of issues comes just a week before Chinese officials are due to arrive for a 13th round of trade talks in Washington. Even if Trump’s comments don’t shift the dynamic at the negotiating table, people who have been tracking every twist in the trade talks say the president’s statement will cloud how any outcome from the talks is received by Trump’s Democratic opponents and other U.S. policymakers.”

CHINA/FOREIGN POLICY/GOP/TRUMP AS PRESIDENT/TRUMP PEOPLE: “President Donald Trump congratulated the People’s Republic of China for its 70th anniversary Tuesday [10-1-19] morning. Senate Republicans were in no mood to celebrate. Senate Majority Leader Mitch McConnell (R-Ky.) compared China under President Xi Jinping to a ‘modern version of Maoist China’ and criticized the government for violence against pro-democracy protesters in Hong Kong and placing Uighurs — a predominantly Muslim ethnic minority group — in internment camps. Sen. Mitt Romney (R-Utah) warned that ‘an authoritarian China is perhaps the single greatest threat to freedom around the world,’ while Sen. Pat Toomey (R-Pa.) emphasized that the 70th anniversary of communist rule was no cause for celebration but ‘a day to remind ourselves of the horrors inflicted on the Chinese people over this time.’”

CHINA/INDIA/TRADE DEALS/TRADE WAR/TRUMP AS PRESIDENT: “Call it the art of the mini-deal. The Trump administration is on the cusp of announcing a new trade deal with India, potentially within the next week as President Trump prepares to meet with Prime Minister Narendra Modi of India. It should be a proud moment for Mr. Trump, who is eager to announce new markets for American farmers and manufacturers who have been badly hit by his trade war with China. But unlike traditional trade pacts, which cover nearly all sectors of the economy, the India deal appears likely to be confined to only a few sectors and products. Mini-deals are becoming something of a trend for Mr. Trump ahead of the 2020 election. In addition to India, he is expected to soon announce a limited trade agreement with Japan. While smaller deals may prove easier to win than comprehensive agreements, they are raising concerns among some lawmakers and businesses about the precedent Mr. Trump is setting by striking limited pacts that could leave significant issues unresolved.”

CHINA/JAPAN/TARIFFS/TRADE DEALS/TRUMP AS PRESIDENT: “President Trump said on Monday [9-16-19] that his administration had reached an initial trade agreement with Japan and would announce a deal in the coming weeks. The trade pact, while limited, is expected to increase access for American agricultural products like beef and chicken to the Japanese market. That would provide some relief to farmers who have been hurt by Mr. Trump’s trade war with China. Exact details of the deal have not been released. But people briefed on the negotiations said the pact would lower Japanese tariffs on beef and other American farm products in return for cutting American tariffs on industrial goods like machinery. Unlike most trade deals, the pact is expected to be limited to a few industries. It is not clear how much protection the deal would offer Japan against Mr. Trump’s threats to place tariffs on its cars, a penalty Japan is eager to avoid.”

CHINA/TARIFFS/TRUMP AS PRESIDENT/TRUMP PEOPLE: “President Donald Trump’s top advisers are rushing to find an escape hatch for a series of tariff increases in the coming months, worried about the potential for further economic damage. Many of the president’s top economic officials are trying to resurrect the terms they previously were negotiating with China, a deal officials said was ‘90 percent’ done before a sudden impasse this summer, according to a person familiar with the discussions. That approach was rejected by the Chinese at the time, so it’s unclear whether the new effort will overcome those hurdles and deliver U.S.-sought commitments from China on agriculture, intellectual property and technology transfer. The goal of the internal administration discussions is to forestall October tariff increases and the next tariffs set to take effect in December, with some advisers arguing that the economic hit is real and must be mitigated prior to the election year.”

CHINA/TARIFFS/TRUMP AS PRESIDENT: “President Trump said Wednesday [9-11-19] night that the United States would delay its next planned tariff increase on China by two weeks, as ‘a gesture of good will’ that may help to mend the seriously damaged ties between the world’s two biggest economies. The United States would delay a planned increase in its 25 percent tariff on $250 billion of Chinese goods from Oct. 1 to Oct. 15, a move that was made ‘at the request of the Vice Premier of China, Liu He, and due to the fact that the People’s Republic of China will be celebrating their 70th Anniversary on October 1st,’ the president said in a tweet. The move comes as trade talks between the United States and China have stagnated, leading to stock market volatility and consternation among businesses that have paid higher prices to import and export goods.”
