CANADA/DRUGS/FDA/PHARMA/TRUMP AS PRESIDENT: “The Trump administration said on Wednesday [7-31-19] that it was taking steps to make it easier to import less expensive prescription drugs from other countries, particularly Canada. The move has long been supported by progressives but has encountered fierce opposition from the pharmaceutical industry. The proposal would permit pilot programs developed by states, pharmacies or drug distributors that sought to safely import prescription medications from Canada. The Food and Drug Administration also planned to advise manufacturers on how they could import high-priced drugs like insulin that are sold more cheaply in other countries…The rising price of prescription drugs has been a popular topic at the Democratic presidential debates, and the timing of the administration’s announcement fell in the middle of the Tuesday-Wednesday schedule of this month’s debates for the Democratic candidates.”

CANADA/DRUGS/HHS/PHARMA/TRUMP AS PRESIDENT: “The Trump administration took a step Wednesday [7-31-19] toward allowing importation of medicines from Canada, an action the president has advocated as a way to bring cheaper prescription drugs to Americans, but the pharmaceutical industry was quick to resist the move. The U.S. Department of Health and Human Services (HHS) said it and the Food and Drug Administration will propose a rule that will allow it to authorize states and other groups to pursue pilot projects related to importing drugs from Canada. The agency also said it would allow drugmakers to bring drugs that they sell more cheaply in foreign countries into the United States for sale here, an option the companies are unlikely to embrace. Capital Alpha analyst Rob Smith, in a research note, questioned why manufacturers would voluntarily lower prices in the United States to match those in Canadian or any other foreign country.”

DRUGS/MIKE PENCE/TRUMP PEOPLE: “An employee of the drug recovery center that Vice President Mike Pence abruptly withdrew from visiting agreed to plead guilty last week to federal drug trafficking charges. Jeff Hatch, who is listed as the chief business development officer at Granite State Recovery Centers, is accused of moving 1,500 grams of fentanyl, an extremely potent synthetic opioid, from Massachusetts to New Hampshire, where he then handed some of it off to an alleged area drug dealer, according to a plea agreement. Two people familiar with Pence’s cancellation said the reason for the sudden decision — which went unexplained for weeks — was a federal law enforcement investigation. It was unclear whether Hatch was the sole reason for the cancellation. The vice president’s office declined to comment on Hatch. But a person familiar with the matter said Pence was never scheduled to interact with him during his planned visit to Granite Recovery Center in Salem, New Hampshire.”

DRUGS/HHS/MEDICARE/TRUMP AS PRESIDENT: “President Trump said Friday [7-5-19] that the White House was writing an executive order to require pharmaceutical companies to offer the United States government among the lowest prices in the world, in comments that were not immediately clear to many experts on the country’s health care system…The White House has made the high costs of prescription drugs a policy priority, and the Department of Health and Human Services has proposed a series of measures meant to help address that. But until today there had been no public mention of a broad executive order. The administration is working on a plan that would use an index of international drug prices to set the price that Medicare pays for some drugs that are administered by doctors, such as cancer treatments. Last year, Mr. Trump used the phrase ‘favored-nation clauses’ to describe that proposal, which would base the Medicare price on prices from more than a dozen countries, including Canada, Britain, Japan and Slovakia.”

CONGRESS/DRUGS/TRUMP AS PRESIDENT: “Prescription drug prices jumped 10.5 percent over the past six months, more slowly than during the same period last year but still four times faster than inflation, despite increasing pressure on drugmakers from the Trump administration and Congress. However, the top drug brands in the U.S. saw prices rise by an average of only 3.1 percent over the past six months according to Bernstein analysts, who calculated the average based on which brands — usually the top-sellers — they cover. The data showing an overall leap in generic and brand-name prices was preliminary and may not give a clear picture of trends in the industry. Yet while many of the price hikes on Monday [7-1-19] were for lower-cost drugs, and a handful of branded products fell in price, critics of the drug industry were quick to pounce. The numbers ‘underscore the urgency for bipartisan action in Washington to increase competition, boost transparency and crack down on [the industry’s] egregious pricing practices,’ said Jon Conradi, spokesperson for the Campaign for Sustainable Rx Pricing, a coalition including pharmacy benefit managers, health plans, doctors and hospitals.”

DRUGS/HHS/PHARMA/TRUMP AS PRESIDENT: “Merck & Co Chief Executive Ken Frazier said on Thursday [6-20-19] a rule to base the price the U.S. government pays for some prescription drugs in it Medicare program on lower prices in other countries would face legal challenges if adopted. U.S. President Donald Trump said last year that one way his administration would seek to lower drug costs to consumers could be through an international pricing index (IPI) that would determine what Medicare pays for certain medicines based on the prices set in a handful of other countries. A proposed version of the rule is expected in August. Other developed nations with single payer systems typically pay far less for drugs than the United States, which Trump called ‘global freeloading.’ Frazier, a lawyer by trade, did not say whether Merck would launch its own legal challenge to the proposed rule. The company was one of three U.S. drugmakers that sued the U.S. Department of Health and Human Services this week over a new government regulation requiring them to disclose the list price of prescription drugs in direct-to-consumer television advertisements.”

DRUGS/HHS/HIV-AIDS/TRUMP AS PRESIDENT: “Hundreds of thousands of uninsured people may soon have access to medication meant to curb the HIV epidemic. President Donald Trump and Health and Human Services Secretary Alex Azar announced on Twitter that the administration has worked with biotechnology company Gilead to secure a donation of an HIV prevention drug. Truvada is a PrEP or pre-exposure prophylaxis, which can prevent transmission of HIV to those at risk of acquiring infection…Gilead said in a press release on Thursday [5-9-19] that the company has agreed to provide up to 2.4 million bottles of the drug Truvada annually to the Center for Disease Control. The drug will go to ‘uninsured Americans at risk for HIV,’ the release said. That will amount to supplying about 200,000 individuals annually for up to 11 years, Azar tweeted. While 1.1 million Americans are at risk for HIV, only about 200,000 currently receive Truvada, according to Gilead. Without insurance, the drug can run about $1,500 a month.”

DRUGS/HHS/PHARMA/TRUMP AS PRESIDENT: “The Trump administration finalized a rule Wednesday [5-8-19] that requires drugmakers to disclose prices in television ads, despite skepticism the move will lower the high cost of drugs and concerns that sticker shock will frighten patients into going off their medications. Under the rule, which takes effect in 60 days, manufacturers must list a product’s monthly wholesale price or the cost for a typical course of treatment if it is greater than $35 for 30 days. The information should appear in text large enough for most people to read and include a statement that patients with health insurance may pay a different sum. The rule allows companies to include list prices of competitor products, and says HHS will publicize companies that create false or misleading ads. But primary enforcement will be left to industry. If a drug company fails to include required information, a competitor can file suit under the deceptive and unfair trade practice provisions of the Lanham Act. HHS Secretary Alex Azar, in a news release, called the requirement ‘the single most significant step any administration has taken’ toward price transparency.”
