His apparent capitulation came even as House Democrats said they were prepared to give him a substantial sum of money for border security — but not for a wall, and not until he agreed to reopen the government. • Michael Cohen, Mr. Trump’s former lawyer, indefinitely postponed his congressional testimony. His lawyer cited the president’s attacks on Mr. Cohen’s family. • Lawyers representing Paul Manafort strongly denied claims by the special counsel’s prosecutors that Mr. Manafort repeatedly lied to them, stating that the prosecutors had wrongly interpreted honest memory lapses and innocent misstatements.”
